Citation: At approximately 2315 hrs., I observed the following noncompliance while performing a Finished Product Standard (FPS) test, at the post chill location in the packing department. While observing the chicken carcasses enter into rehanger number three, from the distribution line, I noticed chicken carcasses dropping from rehanger #3 on to the stainless steel table, filling the table to capacity. Multiple chicken carcasses were accumulating on the stainless steel table and overflowing on to the floor, at the time of my observation the distribution line was feeding the rehanger #3 with maximum allowable chicken carcasses. I immediately initiated regulatory control action and notified the HACCP Tech to stop the distribution line, immediately two employees arrived to the area and recovered the chicken carcasses from the floor (approximately 12 to 15 chicken carcasses). Then the 3rd shift supervisor of the packing department, arrived to the area and I notified her of the noncompliance and my regulatory control action in her department. We observed that the employees who recovered the chicken carcasses from the floor had disposed them in the red inedible barrel because the chicken carcasses had been on the metal floor grate. However I notified that a and box with cvp liners stored in it was set on top of the red inedible barrel. I notified that this practice is unacceptable and is a noncompliance. I also notified the QA tech of the noncompliance and when the area was brought back into compliance I relinquished regulatory control and started the distribution line to resume production. After a review of the SSOP records for the packing department no deficiencies were documented prior to my observations. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
