Citation: At approximately 1230 hours on 6/4/12, while performing a randomly selected 10 bird zero tolerance fecal check on the west line, I found fecal material in the cut surface of a marked leg which was not trimmed and removed. The fecal was dark green, pasty in consistency, and approximately a 1/2 inch in diameter. I showed the bird to (QA). I also informed (1st Processing manager) that both lines would need to be brought down 10 birds a minute due to the multiple issues on both lines, including: cut intestines at the inspection stand, trimmer/helpers unable to keep up which required multiple line stops, undrawn birds, and the marked leg at pre-chill, which should have been removed. In addition, this lot had a number of condemnable issues, including 34 birds condemned for contamination (salvage unable to keep up). At least 20 of these 34 birds condemned for contamination were return birds which had gone past salvage; and dragged over overhead structures which are not cleaned daily and considered non-product contact surfaces; and then returned to the inspection area. There were 31 birds condemned for Sep/Tox, and a total of 92 birds condemned for the lot. The establishment was previously notified that they were having a large number of cut intestines still inside the birds and stated that maintenance was working on the issue. was informed on the East line and was informed on the West line.The spray cabinets were turned on and QA performed a 10 bird retest at 1241 hours, which I observed. This establishment controls the fecal hazard with CCP 3B, and has identified fecal material as a significant hazard in its hazard analysis. This failure is a violation of 9CFR 417.2(c)(4). THis document serves as written notification that failure to comply with regulatory requirements could result in additonal enforcement action as described in 9CPF part 500.


417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
