Citation: On 01/20/11 at 0705 while performing an scheduled 01B02 Preoperational Sanitation Audit I observed the first set of blood cones located in the kill room on the left side of the doorway coming from the picking room with a accumulation of feathers and a unidentifiable material on the inside surface on 1 of the 10 cones. Also found while inspecting the Feather Pickers were two areas of feather accumulations in bottom framework of Picker #3. Shrink Wrap machine in processing area had a visible buildup of blackish greasy substance below and directly underneath it's conveyor belts. These noncompliances was found after management verbally informed me that they had performed there preoperational sanitation checks and no noncompliance were found. No regulatory control action was taken because the establishment immediately restored sanitary conditions by cleaning and sanitizing the affected equipment. This is a violation of. 9 CFR 416.4 (a).and 9CFR 416.4(b). "Mr. (Plant Manager) was notified of this noncompliance. (b)(6)(b)(7)(c)


416.4(a) Equipment and utensils used for processing or otherwise handling edible product or ingredients must be of such material and construction to facilitate thorough cleaning and to ensure that their use will not cause the adulteration of product during processing, handling, or storage. Equipment and utensils must be maintained in sanitary condition so as not to adulterate product.

416.4(b) Equipment and utensils must not be constructed, located, or operated in a manner that prevents FSIS inspection program employees from inspecting the equipment or utensils to determine whether they are in sanitary condition.
