Citation: While performing PBIS verification procedure 03J01 for poultry slaughter, Inspection performed a 10 bird zero visible fecal check at 1335 hrs. This check was performed in the same manner as the establishment has implemented their own 10 bird check as part of their HACCP Plan; in particular CCP 1. Ten birds were selected at random by Inspection, the location of selection is after all plant interventions, but prior to birds entering the chilling system. Bird #10 of ten selected was discovered to have visible fecal smear on an area of approximately 3 inches by 4 inches inside of the carcass on the right side from the keel bone to the rib/thigh area; this visible fecal was brownish tan in color, and easily smeared when touched. Inspection took immediate Regulatory Control Action by stopping the production line. Production manager was shown the fecal material on bird #10, and he immediately began corrective actions due to the deviation of the critical limit as per the establishment's written HACCP Plan. Regulatory Control was removed at 1340hrs, at this time was verbally informed that a non-compliance report would be issued. Findings by inspection constitute a failure of the establishment to meet Regulatory requirements including 9 CFR 417.2(c)(4) which states "List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;", as well as 9 CFR 381.65 which states "Operations and procedures, generally. (e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank." was informed of this non-compliance with regulations verbally and was informed in writing with the issuance of this Non-compliance Report.
