Citation: On this day Inspection reviewed the establishment's pre-shipment review record signed and dated 6-2-2011 at 3:16 pm as complete in regards to smoked turkey parts which were produced over a two day period from 5-31-2011 when the cooking cycle started into 6-1-2011 when the cooling cycle was completed. Inspection had observed the smoked parts (drums) in process of cooling on 6-1-2011, with the use of a black colored continuous monitoring thermometer recording device. On 6-2-2011 Inspection observed another production run of smoked parts (wings) during cooling with a white colored continuous monitoring thermometer recording device. Review of the establishment's HACCP Plan states the following "[redacted]. Upon review of the establishment's HACCP file, a certificate of calibration for only one recorder was on file, the serial number indicated did not match that of the black recorder used on the 6-1-2011 cool cycle. For this reason further investigation was required; was asked if any further calibration records for the recorders were available. Establishment did have further records on file, but not for the black recorder observed in use on 6-1-2011. At this time Inspection informed plant management of non-compliance with Regulations. stated no smoked drum product from the date in question was shipped, and that the black recording thermometer was sent for calibration on 6-2-2011. also stated that prior to shipping the recorder, establishment personnel checked the thermometer using boiling water as a calibration point. This information will be used as part of the establishment's response to the non-compliance. The establishment failed to; calibrate the recording thermometer as per their own written HACCP Plan, maintain records of calibration of the black colored continuous monitoring device, and the establishment employee who performed the pre-shipment review failed to recognize the deficiency as stated above. This is a violation of 9 CFR 417.4(a)(2)(i) states "Ongoing verification activities. Ongoing verification activities Include, but are not limited to: The calibration of process-monitoring instruments;", and 9 CFR 417.5(a)(3) which states "The establishment shall maintain the following records documenting the establishment's HACCP plan: Records documenting the monitoring of CCP's and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment's HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made." was informed of this non-compliance with regulations both verbally and in writing with the issuance of this Non-compliance Report.
