Citation: On this day prior to the start of establishment operations, but after plant monitor performed their own check, USDA Inspection performed a pre-operational verification procedure. Non compliance was observed as follows; Picker #5 was observed to have feathers at four locations, which varied in size from 1 inch to 2 inches--since this is the first day of operations, feathers would have been from slaughter operations the previous year. Also observed was slight residue buildup and slight rust on the guide bars located above the shackles. Inspection expanded to check picker #4 where a large splattering of grease could be observed on the interior of the picker cabinet. Picker #3 was checked as well, Inspection observed large clumps of dried silicone material on the frame work of the picker as well as on the fingers of the pickers themselves. US Reject tag #B24107565 was affixed to the pickers. Also observed at the grader table drop ramp from the drip line, there was wet (uncured) silicone in a crack which would come into contact with birds, on the underside of the ramp Inspection found a slight scaly white residue buildup. Observations by Inspection represent a failure of the establishment to meet the requirements of 9 CFR 416.1 which states "Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.", 9 CFR 416.13(c) which states "Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's.", 9 CFR 416.4(a) which states "All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.", and 9 CFR 416.4(b) which states "Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product." was informed of this non-compliance with regulations verbally and was informed in writing with the issuance of this Non-compliance Report.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
