Citation: On 7/8/2010, at approximately 0536 hours, I performed presentation verification (ISP code 06D02) at the first inspection station on the west line. At a line speed of [redacted] birds per minute, presentation failed with a 10-bird total nonconformance weight of 64. This failure consisted on 1 contamination on viscera (6 nonconformance factors), 2 no viscera (20 nonconformance factors each), and 3 contamination inside bird (6 nonconformance factors each). I immediately notified , Evisceration Group Lead, of the establishment's failure to meet regulatory requirements and that a NR would be issued. I also informed Ms. that the west evisceration line speed must be reduced to [redacted] birds per minute (a 10 bird per minute reduction) and requested that QA perform presentation retests. QA presentation retests at [redacted] birds per minute passed and establishment management decided to leave both evisceration line speeds at [redacted] birds per minute for the remainder of the organic lot. After the lot change, QA presentation retests passed at [redacted] birds per minute. Past Similar NRs - Previous Ineffective Plant Actions: "... (1) The Evisceration management will only put trainees in the drawing position with experienced drawers for backup. (2) At least one of the mechanics that make adjustments to the evisceration ventor, opener and eviscerator machines will be trained in the drawer position in Evisceration and will also be trained to do presentation checks. This training will increase the knowledge of the mechanic in evaluating machine performance in regards to presentation results." NR: 74-2010 dated 6/25/2010 The previous preventive measures were either not implemented or were ineffective in preventing the recurrence of this noncompliance. Continued failure to meet regulatory requirements could result in additional enforcement action as described in 9 CFR 500.

381.76(b) There are five systems of post- mortem inspection: Streamlined Inspection System (SIS) and the New Line Speed (NELS) Inspection System, both of which shall be used only for broilers and cornish game hens; the New Turkey Inspection (NTI) System, which shall be used only for turkeys; Traditional Inspection; and Ratite Inspection.
