Citation: At 0542 hours, I observed on the shipping dock a rack dolly with freezer basket dividers on it, with dried meat scraps on the top divider. I checked several other dividers on the dolly and they also had meat particles on them . I tagged the dividers with US reject tag # B39801692 and notified Mr. (Q.A. Director) of the noncompliance. I then entered the Weigh /Price box room where I observed an employee making boxes and running them through the tape machine. At the end of the machine was a large pile of boxes on the floor. I notified Mr. (Q.A. Rep.) and Mr. (Q.A. Director) of the noncompliance and Mr. took control of the pile of boxes on the floor. I notified Mr. that I would be issuing a NR for the above noncompliances. Establishment Management has received both written and oral notification of this noncompliance. Please refer to NR # 0089-2010-17446 dated 08/11/2010 for previous Preventive Measures which were either not implemented or were ineffective in preventing the recurrence of this noncompliance. Failure to meet regulatory requirements could result in additional enforcement actions as described in 9 CFR part 500.
416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.
416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
