Citation: On 09/15/2010, at approximately 0655 hours, I performed verification of the establishment's monitoring of CCP 1 B, on line zero tolerance for feca,l on the west evisceration line (ISP code 03J01). In 1 out of 10 randomly selected carcasses, I observed a light brown fecal material. The fecal material was about 1 inch by 1/8 inch in size and was located in the interior surface of the bird on the right side of the kidney area. I took regulatory control of the west evisceration line and immediately notified the following individuals: Mr. (1st Processing Superintendent), Mr. (QA Director), Mr. (Plant Manger) and Mr. (Evisceration Supervisor). I observed the establishment implement immediate corrective actions. This is a failure of the establishment's HACCP plan for CCP 1 B as well as 9 CFR 381.65 (e) and 417.2(c)(4). Establishment management has received both written and oral notification concerning this noncompliance. Past Similar NRs.- Previous Plant Actions: See NR 0097-2010-17446 in USDA File for Previous Preventive Measures Dated 09/08/2010. The previous measures were either not implemented or were ineffective in preventing the recurrences of this noncompliance. Continued failure to meet regulatory requirements could result in additional enforcement action as described by 9 CFR 500.


381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
