Citation: On 10/6/2010 while walking through the Breast Deboning department at 06:00 hrs, I found the following noncompliance's. The knife sharpeners had a blue/ beige rubber band type material wrapped around them, upon further investigation the rubber band type of material were rubber hand gloves sliced up and tied to the knife sharpener (used for tension). I also found black specks of U.F.M & pieces of fat on the [redacted] cone line Transfer belt, also found fat particles on the transfer belt and knife sharpeners on the # [redacted] breast cone line. The plastic grates that the employees use to stand on had fat & skin particles within the square holes. I tagged both Breast deboning lines with USDA Rejected tags numbers B39801579 & B39801588 and informed (QA Lead) to inform (Director or QA) of my findings. I also requested that new knife sharpeners be installed if the others were not operational. Upon checking the SSOP records for this area (Breast Deboning) the area was released at 04:05 hours by stated that QA Pre-operational check was performed and no deficiencies were found. I released the Breast deboning lines and foot stands at 06:30 hours upon reinspection. Establishment management have received oral and written notification concerning this noncompliance. Past Similar NRs - Previous Ineffective Plant Actions: Plant released area and documented on SSOP forms that the area was acceptable. NR: 94-2010 dated 8/28/2010
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
416.3(a) Equipment and utensils used for processing or otherwise handling edible product or ingredients must be of such material and construction to facilitate thorough cleaning and to ensure that their use will not cause the adulteration of product during processing, handling, or storage. Equipment and utensils must be maintained in sanitary condition so as not to adulterate product.
416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
