Citation: At approximately 1820 hours, when I was giving USDA 10 minutes break I observed black grease on the rails of west Evisceration Line dripping and contaminating several carcasses. I stopped the line and informed 2nd shift manager of the noncompliance. The product was rewashed and the plant started their corrective action by using the east line. At approximately 1842 hours, production resumed. According to 9CFR 416.4(d); "Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments". This regulation had not been met. A previous NR with the same cause was NR# 0009-2011-17446 that was issued on 01/17/2011 and NR# 0008-2011-17446 that was issued on 01/14/2011. This mean that the establishment failed to prevent the recurrence of the non compliance because of ineffective preventive measure and failed to meet 9CFR 416.15(b) that states "Corrective actions include procedures to ensure appropriate disposition of the product that may be contaminated, restore sanitary condition, and prevent the recurrence of direct contamination or adulteration of product(s)". This non compliance was addressed many times in the weekly meetings of both shifts. I discussed with Mr 2nd shift manager that many nonvompliances of the same cause in a short period could result in additional regulatory and administrative action(s) as described in 9CFR 500.4.

Regulation:

416.14 Each official establishment shall routinely evaluate the effectiveness of the Sanitation SOP’s and the procedures therein in preventing direct contamination or adulteration of product(s) and shall revise both as necessary to keep them effective and current with respect to changes in facilities, equipment, utensils, operations, or personnel.

416.15(b) Corrective actions include procedures to ensure appropriate disposition of product(s) that may be contaminated, restore sanitary conditions, and prevent the recurrence of direct contamination or adulteration of product(s), including appropriate reevaluation and modification of the Sanitation SOP’s and the procedures specified therein or appropriate improvements in the execution of the Sanitation SOP’s or the procedures specified therein.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
