Violation: 381.65(e), 417.2(c)(4), 417.3(a)(3)

Citation: at approximately 1915 hours, while performing 03J01 Zero Tolerance test at the west line, I found one of my ten randomly selected birds to be contaminated with fecal material. The fecal material was in the chest cavity between the ribs at the left side and close to the thoracic vertebrae , it was a brownish-green color , pasty in consistency, and approximately 1/4" by 1/8" in size. The line was stopped immedietely. Mr., second shift manager and Mr. , Evisceration Supervisor, and DrSPHV) of USDA were notified of the incident and the forthcoming NR. I observed the establishment implement immediate corrective actions. This deviation from critical limit at CCP 1-B will initiate a complete review of the establishment's HACCP records (03J02). This noncompliance is a failure to comply with the following regulations: -9CFR417.2(c)(4) "List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits". Also -9CFR381.65(e) "Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank" and 9CFR 417.3(a)3 "Measures to prevent recurrence are established". This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative action.9 CFR 500. please refer to NR: 36-2011 dated 4/22/2011; and NR: 30-2011 dated 4/14/2011. Past Similar NRs - Previous Ineffective Plant Actions: the nozzle spraying at the kidney area of the chicken will be observed for proper spray placement/direction. additional mechanicwill be placed on the evisceration lineat start up. NR: 36-2011 dated 4/22/2011; NR: 30-2011 dated 4/14/2011

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;

417.3(a)(3) Measures to prevent recurrence are established;
