Violation: 381.65(e), 417.2(c)(4)

Citation: On 05/10/2011, at approximately 0538 hours, when performing ISP task 03J01 Zero fecal I randomly selected the 10 bird sample from the west evisceration line, one of the 10 birds in the sample I observed fecal material on the right hock area. The fecal was approximately 3/4" by 3/8" in size, brown in color and thick pasty in texture. I took regulatory control action and stopped the west evisceration line. I notified Mr. ( First Processing Manager), Mr. (Evisceration Supervisor) and Mr. (Director of Quality Control) of my findings. I observed the establishment implement immediate corrective action. This is a failure of the establishments HACCP Plan for CCP 1B as well as 9 CFR 381.65(e) and 9 CFR 417.2(c)(4). I notified Mr. that a NR would be issues for this noncompliance. The establishments management has received both written and oral notification of this noncompliance. Continued failure to meet regulatory requirements could result in additional enforcement action as described by 9 CFR part 500. Please refer to NR # 0046 dated 05/06/2011 for preventive measures which were either not implemented or were ineffective.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
