Citation: On 05/11/2011, at approximately 0533 hour, when performing ISP task 04C04 pre-chill on the west evisceration line on one of the 10 birds which had been randomly selected sample for the pre-chill FPS test I observed fecal material on the top of the tail on the left side. The fecal was approximately 1/8" in size and bark brown in color. I took regulatory control action stopping the west evisceration line and notified Mr. (First Processing Manage) and Mr. (Evisceration Supervisor) of my finding. I observed the establishment implement immediate corrective action. This is a failure of the establishments HACCP Plan for CCP 1 B as well as 9 CFR 381.65(e) and 9 CFR 417.2(c)(4). I notified Mr. that a NR would be issued for this noncompliance. The establishments management has received both written and oral notification of this noncompliance. Continued failure to meet regulatory requirements could result in additional enforcement action as described in 9 CFR part 500. Please refer to NR # 0048 dated 05/10/2011 for preventive measures which were either not implemented or were ineffective. The repeated fecal failures were discussed at the plant meeting with the establishment on this date.


381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
