Citation: On 05/17/2011, at approximately 0516 hours, when performing ISP task 04C04 (FPS pre-chill) on the east evisceration line on 10 randomly selected birds, in 1 of the selected birds I observed fecal material in side the neck skin on the right side. The fecal material was brown in color and approximately 1/2" by 1/8" in size. I took regulatory control action and stopped the east evisceration line and notified SCSI , Mr. (Evisceration supervisor), Ms(Q.A. Technician) and Mr. (First Processing Manager) of the noncompliance. I observed the establishment implement immediate corrective action. This is a failure of the establishments HACCP plan for CCP 1 B as well as 9 CFR381.65(e) and 9 CFR 417.2(c)(4). I notified Mr. that a NR would be issued for this noncompliance. The establishments management has received both written and oral notification of this noncompliance. Continued failure to meet regulatory requirements could result in additional enforcement action as described in 9 CFR part 500. The repeated fecal failures were discussed at the weekly meeting with the establishment on 05/11/2011. Please refer to NR # 0050 for preventive measures which were either not implemented or were ineffective.
381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.
