Violation: 381.65(e), 417.2(c)(4)

Citation: On 06/03/2011, at approximately 1116 hours, while performing ISP task code 03J01 (Zero Fecal) on a ten bird randomly selected sample on the east evisceration line, I observed fecal material on one of the sample carcasses. The fecal was located in the tail area of the bird on a partial cloaca and a bursa of fabricius. The fecal material was dark brown in color and semi-paste. it was approximately 1" by 1/4" in size. I took regulatory control action and stopped the east evisceration line. I notified Mr. (Evisceration Supervisor) and SCSI Mr. of the noncompliance. I observed the establishment implement immediate corrective action. This is a failure of the establishments HACCP Plan for CCP 1 B as well as 9 CFR381.65(e) and 9 CFR 417.2(c)(4), I notified Mr. that a NR would be issued for this noncompliance. The establishments management has received both written and oral notification of this noncompliance. Failure to meet regulatory requirements could result in additional administrative action as described in 9 CFR part 500. Please refer to NR # 0054-2011 dated 05/17/2011 for preventive measures which were either not implemented or were ineffective.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
