Citation: At approximately 2105 while I was prforming 04C04 for inspecting necks at the Giblets station, three chickens' heads were found attached to the neckcs at necks' combo at exit of the necks'chiller. mixing of edible and inedible product together in the same combo creat unsanitary condition. Itook a regulatory control action by tagging the necks, combo with tag #B40197874 . and the chiller with tag #B40197875 . I informed ,Evisceration Supervisor.Immediately, the establishment started the corrective action by condemning the product found in the combo and the chiller.tag was removed at approximately 2050 after the chiller was sanitized and inpected by both plant management and USDA inspector. The establishment failed to comply with 9 CFR 381.65(a).This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action as described in 9 CFR500. Past Similar NRs - Previous Ineffective Plant Actions: perform a performance check on the head pulling equipment on an hourly basis for the time period from 6/27/2011 through 7/1/2011. NR: 82-2011 dated 6/23/2011

Regulation:

381.65(a) Operations and procedures involving the processing, other handling, or storing of any poultry product must be strictly in accord with clean and sanitary practices and must be conducted in a manner that will result in sanitary processing, proper inspection, and the production of poultry and poultry products that are not adulterated.

381.76(b) Presentation: Each inspector shall be flanked by an establishment employee assigned to be the inspector’s helper. The one inspector on the SIS–1 line shall be presented every bird. Each inspector on the SIS–2 line shall be presented every other bird on the line. An establishment employee shall present each bird to the inspector properly eviscerated with the back side toward the inspector and the viscera uniformly trailing or leading. Each inspector shall inspect the inside, viscera, and outside of all birds presented.
