Citation: On 07/12/2011, at approximately 1114 hours, while performing ISP task code 03J01 Zero Fecal on one of the randomly selected 10 birds on the east evisceration line, I observed fecal material on the inside of the breast to the left of the keel bone. The fecal material was dark brown in color, approximately 1/2 " by 1/4" in size, and had a thick pasty consistency. I took immediate regulatory control action by stopping the east evisceration line and notified Mr. (Evisceration Supervisor) and Ms. (QA Technician) of the noncompliance. I observed the establishment implement immediate corrective actions. I notified Mr. (First Processing Manager) and Mr. (QA Manager) that a NR would be issued for this noncompliance. This is a failure of the establishments HACCP CCP # 1B as well as 9 CFR 381.65(e) and 9 CFR 417.2(c)(4). The establishment has received both oral and written notification of this noncompliance. Failure to meet regulatory requirements could result in additional administrative action as described in 9 CFR part 500. Please refer to NR # 0091-2011-17446 dated 07/07/2011 for preventive measures which were either not implemented or were ineffective.
381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.
