Citation: At approximately 0800 hours, while on my way to do an 04C04 post chill task, I noticed the eviseration floor was flooded. Investigating further, I realized the drain was cloged, and at this time I told (Eviseration Supervisor) to stop the kill. He informed me that, that was what he was on his way to do. Continuing down stairs to check the Chiller area, which had been a problem during the previous drain blockage, I found waste water, visera parts, and fat peices spewing fronm the drain pipe, because there was no cap on the drain pipe. At this time I notified (1st Processing Superintendent) of my findings, and using USDA Reject Tag No.B40197896 to the chiller maranation area. I then came back up stairs, to find the floor flooded worse, and stopped the hanging of the birds. After verifing hanging had stopped, I conversed with Dr. about the situation. She went upstairs and tagged the evisceration lines as well, due to the flooding and insanitary conditions throughout the plant. I went to the chiller room to observe them cleaning the area. After seeing them start the cleaning process, I returned to the inspection office. At approximately 0905 hours, the establishment informed myself and Dr. that they were almost ready. We reinspected the evisceration floor and the chiller area. Dr. found the floors clean and the drains working, and she released the evisceration floor at 0910 hours by removing US Rejected Tag #B40197897. I found the chiller area clean and removed USDA Tag No.#B40197896 and released the area for production at 0918 hours. This is a violation of 9 CFR 416.1, 416.2(e)(2), 416.2(e)(3), and 416.2(e)(4). The establishemnt has been notified both orally and in writing of the noncompliance. Failure to meet regulatory requirements could result in additional administrative action as described in 9 CFR part 500. 416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.
416.2(e)(2) Properly convey sewage and liquid disposable waste from the establishment;
416.2(e)(3) Prevent adulteration of product, water supplies, equipment, and utensils and prevent the creation of insanitary conditions throughout the establishment;
416.2(e)(4) Provide adequate floor drainage in all areas where floors are subject to flooding-type cleaning or where normal operations release or discharge water or other liquid waste on the floor;
