Citation: AT approximately 0445 hours while performing an ISP task 01B02 (Preoperational Sanitation) in the Thigh Deboning area I observed the scale cover, covering the scale dirty. Looking a little closer ,I found there to be mold, and fat, all over the cover. At this time I notified , and , that I was applying USDA Reject Tag No.B39801570,and would be issuing a noncompliance. Continuing onto the whole bird cooler and breast deboning , I observed the following areas, whole bird cooler, weigh price cooler, tray pack storage area, and breast deboning to be flooded, due to a clogged drain. At this time I paged management, and caution taped all areas involved.. I also told , the plant would receive a noncompliance. and no production would start until the drain was opened, and all the effected areas were cleaned and sanitized. At 0614 hour ,I reinspected the effected areas, removed the USDA REJECT TAG NO.B39801570 from the scale cover, and the caution tape from all taped areas, releasing them to production. These noncompliance's are violations of 9CFR426.2(e) , 9CFR416(.4(a) and 9CFR416.4(b) and the establishments SSOP Plan. the establishment has received both oral and written notification of these noncompliances.Failure to comply with regulatory requirements could result in further administrative action as described in 9CFR part 500.

416.2(e) Plumbing systems must be installed and maintained to

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
