Citation: At approximately 1125 hrs. I observed the following noncompliance while performing an 04C04 procedure for finished product standards test on ten randomly selected chicken carcasses off the east line at the pre-chill station in the evisceration department. In one of the ten randomly selected chicken carcasses I observed fecal material approximately 3/16 of an inch in length and 1/8 in diameter in proximity to each other, located in the breast/keel bone area. I immediately initiated regulatory control action and stopped the east evisceration line and notified of the noncompliance. The fecal material was greenish in color, with a semi solid pasty consistency. After the plant implemented corrective actions I relinquished regulatory control and started the east line for production to resume. This is a failure for zero tolerance of visible fecal and a failure of the plants CCP 1B of the plants HACCP plan. This is the last point of location where preventive measures could be exerted before entering the chill system. An 03J02 procedure was started and will be completed next shift. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
