Citation: At approximately 1123 hours, while performing a 04C04 ISP Code procedure for Finished Product Standards (Processing/Trims Nonconformance) Test at the Pre-chill Station) on the East Evisceration Line, I randomly selected ten poultry carcasses from the east evisceration line and inspected them for Processing/Trims Nonconformance. I observed fecal material on one of the ten randomly selected test carcasses. I immediately took a regulatory control action on the east evisceration line by stopping production. The fecal material on the poultry carcass was located on the inside of the A-Hole area. The fecal material was greenish in color, semi-solid, pasty consistency approximately 6mm in size. The fecal material smeared to the touch. This is a failure for zero tolerance of visible fecal material and a failure of CCP 1B of plants HACCP plan. (Eviscerating Group Leader) was informed of my finding. The poultry carcass was shown to (Eviscerating Supervisor). The affected carcass was taken to the reprocessing station to be reworked. After the establishment implemented immediately corrective action in accordance with the regulatory requirements of 9 CFR 417.3, I relinquish my regulatory control action. There were no plant employees between me and the chiller when I observed the failure of CCP 1B of the plants HACCP Plan. This is the last point before the chill system when control can be exerted to prevent the contaminated poultry carcass from entered the chiller system in violation of regulation 9 CFR 381.65(e) and 9 CFR 417.2 (c) (4). The establishment has identified fecal material to be a hazard in its hazard analysis and controls the hazard with CCP 1B. Fecal material harbors microorganisms and possible pathogens and must be prevented from entering into the chill system. I then performed a 03J02 procedure for the specific lot (Lot#3) for all CCP's plus the preshipment review. Establishment management has received oral and written notification concerning this noncompliance. FSIS would expect the establishment to have procedure in place to prevent the reoccurrence of contaminated birds from entering the chill system. This document serves as a written notification that your failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500 Past Similar NRs - Previous Ineffective Plant Actions: See establishment response to this noncompliance. The establishment previous preventive measures were neither not ineffective or not properly implementation to prevent this reoccurrence of this noncompliance. NR: 137-2011 dated 11/8/2011

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
