Citation: On Friday, November 25, 2011, at approximately 0403 hours, after the plant's pre-operational sanitation was performed and released to USDA, I performed a pre-op sanitation (01B02) procedure and observed the following noncompliance: In the Live Receiving Department; Unit # 9(South Side of Scalder) There were an excessive amount of feathers, and white particles of various sizes inside the cloudy water in the scalder. There was excessive amount of product residue on the inside bottom surface of the scalder from the previous day's operation. Further examination, the North Side of Scalder was in the same unsanitary condition as the South Side of Scalder. I rejected the Scalder with US Rejected Tag B40 170472 for unsanitary condition. I informed (Quality Assurance Supervisor) and (Sanitation Manager) of my observation. While continuing my inspection in the Thigh Deboning Department at approximately 0451 hours, the following was observed; there were chicken fat particles of various sizes on the thigh incline conveyor, and grease buildup on the product contact surface of the two conveyor belts from the previous day's operation. I rejected the two conveyor belts and thigh incline conveyor with US Rejected Tag B40 170473for unsanitary condition. I informed (Quality Assurance Supervisor) and (Sanitation Manager) of my observations. While continuing my inspection in the Breast Deboning Department at approximately 0522 hours, the following was observed; there was grease buildup on the product contact surface of the Breast Transfer Conveyor from the previous day's operation at Breast Line [redacted] and [redacted] There was grease buildup on the product contact surface of the inside trim conveyor from the previous day's operation I rejected the Breast Transfer Conveyor, and Trim Table Conveyor with US Rejected Tag B40 170474 for unsanitary condition. A check of the plant's SSOP's Form (Live Receiving Department) shows no deviancies for the above noncompliance. The department was released at 0240 hours for inspection. A check of the plant's SSOP's Form (Thigh Deboning Department) shows no deficiencies for the above noncompliance. The department was released at 0419 hours for inspection. A check of the plant's SSOP's Form (Breast Deboning Department) shows no deficiencies for the above noncompliance. The department was released at 0454 hours for inspection. All noncompliances found were from previous day's operation. There was no product involved at this time. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part Past Similar NRs - Previous Ineffective Plant Actions: See establishment to this noncompliance. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
