Citation: At approximately 0830 hrs. I observed the following noncompliance in the packing department while performing the review and observation component for the ISP code 01C02 procedure. The grading belt had an excessive amount of chicken carcasses backed up to the transfer belt overflowing on to the floor, where the employees hang them on the shackles. The recondition tote (identified as dirty product) was filled with chicken carcasses previously recovered from the floor without being reconditioned in a timely manner in accordance with regulatory requirements and the plants SSOP procedures. I immediately notified the lead person of the department, of the noncompliance, that product must be prevented from falling on the floor and if on occasion product does happen to fall on the floor, the product must be recovered and reconditioned immediately. At the time of the failure the break in the chiller occurred, no regulatory control was required. After a review of the plants SSOP records for the packing department, no deficiencies were documented prior to my observation of the noncompliance. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.
