Citation: When performing my procedure code 06D01 scheduled procedure at 2030 hours I entered the USDA office bathroom and found green, brown, black and gray substances on the walls, floor and bathroom door. Within the USDA office the file cabinets, trash cans, pipes, carpets and linoleum are black, gray, dirty and stained. The mirror in the bathroom is also dirty, the refrigerator is splashed and dirty, the water cooler has rust laying on the floor below it. I immediately went to the second shift supervisor and told him I was giving them a noncompliance for the USDA office and bathroom. The supervisor sent a girl up to clean it but she didn't have a mop, vacuum, or scrubbies. This is a noncompliant of 307.1 states: Office space, including necessary furnishings, light, heat, and janitor service, shall be provided by official establishments, rent free, for the exclusive use for official purposes of the inspector and other Program employees assigned thereto etc; continued failure to meet regulatory requirements can lead to enforcement actions as described in 9 CFR part 500.4

Regulation:

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
