Citation: On Friday, 23 March 21, 2012 at approximately 0439 hours, after the plant's pre-operational sanitation was performed and released to USDA. I performed a pre-op sanitation procedure and observed the following noncompliances: In the Thigh Deboning, there were chicken fat particles, and pieces on the direct product contact surface on the two transfer conveyor belts from the previous day's operation. There were approximately twelve to fifteen chicken fat particles and pieces ranging from 1/8 inches to 1/4 inch on the top surfaces of the two transfer conveyor belts. I informed (Sanitation Manager) of my observation. While continuing my inspection in the Cut-Up Department at approximately 0504 hours, there black specks on the direct product contact surface of the Front Halves, Breasts, and Wings Conveyor belts from the previous day's operation. There were approximately thirteen to seventeen black specks on each of the conveyor belts from end to end. I informed of my observation. I rejected the Front Halves, Breasts, and Wings Conveyor belts for unsanitary condition, and remained in the area until sanitary condition was restored. While continuing my inspection in the Breast Deboning Department at approximately 0542 hours, there was condensation on the ceiling, and pipes over the direct product contact surfaces of the Cone Line [redacted], Cone Line [redacted] and Trim Tables from end to end. There was an accumulation of grease on the direct product contact surface covering the entire surface on the Breast Transfer Belt, and Trim Table Belt. I rejected Cone Line [redacted], Cone Line [redacted], and Trim Table with US Rejected Tag B40 170360 for unsanitary condition. I informed (Sanitation Supervisor) and (Quality Assurance) of my observation. A check of the plant's SSOP Form (Thigh Deboning Department) shows no deficiencies for above noncompliance. The department was released at 0425 hours for inspection. A check of the plant's SSOP Form (Cut-Up Department) shows no deficiencies for above noncompliance. The department was released at 0500 hours for inspection. A check of the plant's SSOP Form (Breast Deboning Department) shows no deficiencies for above noncompliance. The department was released at 0530 hours for inspection. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.2(d) Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
