Citation: On Monday, 05/07/2012, at approximately 0547 hours, after plant's  pre-operational was performed and at the starting of operation in the Packing Department; while performing the review and observation procedure the following was observed; I observed chicken particles and blood spot on the direct product contact surface of Stainless Steel Tank #27 from previous day's operation. The chicken fat particles were on the left inside surface, and bottom inside surface of the tank. The blood spot was on the right side of the inside surface of the tank.  There were approximately ten to twelve chicken fat particles, and three blood spot. I also observed two  Stainless Steel tanks with white UFM's (Unidentified Foreign Material) on the inside surface on the tanks, the tanks had no identify marking, and the white UFM's were approximately ten to fifteen in each tank.  I rejected the three Stainless Steel Tanks with US Rejected Tag B40 197877 for unsanitary condition. I informed (2nd Processing Superintendent) of my observation.  Establishment management has received oral and written notification concerning this noncompliance. A check of the plant SSOP's Form (Packing Department) shows no deficiencies for the above noncompliance. The department was released at 0404 hours for inspection. After reviewing the plant Operational Sanitation record (Packing), I found no entry documented prior to my observation of this noncompliance.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
