Citation: On 08/24/2010 at approximately 0835 hours, I was walking through the Tumbler area of the establishment when I noticed that a piece of plastic dated 8/23/10 was hanging for the beam above the boxed product belt that was full of yellowish color water. I immediately informed , Group Lead of my findings and informed him that I was stopping the operations within the area until the plastic was removed and replaced with new plastic, & the area was washed and sanitized. Total downtime for this action was about 10 minutes. Informed to inform of my findings and that the leak needs to be fixed and plastic is just a temporary measure. At approximately 0935 hours Inspector (CSI-9) observed that the floor drain located in the packing department near the legs bin drop area was clog. Since inspector had to give breaks to line inspector, I informed (Packing Lead) and inspector informed (Special Projects/Maintenance Manager) of her observation. The standing water around the clog drain was squeeze out to a near drain until maintenance unclogged the drain. After finished to give breaks to the line inspectors, at approximately 0850 hours, inspector observed that the metal door and frame of the evisceration office had several areas with rust. Inspector informed (1st Processing Manager) and (Special Projects/Maintenance Manager) of her observation. After reviewing the plant's SSOP record showed no deficiencies prior my observations. There was no product involved in these noncompliances . This is a failure to comply with 9 CFR 416.2(b)(1); 416.2(b)(2) and 416.2(e)(4) Past Similar NRs - Previous Ineffective Plant Actions: Quote was received for the ceiling repair in the packing area. Ceiling will be repair by 5/12/10. (EXTENSION) Contractor was in over weekend to fix ceiling leaks in the packing department. On Monday morning the ceiling in packing has not been completely fixed. The plant have hang plastic, and needs additional time to fix the ceiling leaks in the packing department. Ceiling repair in packing department 05/19/10 NR: 18-2010 dated 4/27/2010
416.2(b)(1) Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.
416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.
416.2(e)(4) Provide adequate floor drainage in all areas where floors are subject to flooding-type cleaning or where normal operations release or discharge water or other liquid waste on the floor;
