Violation: 416.13(c), 416.4(a), 416.4(b)

Citation: At approximately 0635 hours, I performed preoperational procedure (01B02) and observed the following non-compliances: At approximately 0645 hours, I observed UFM black built-up and small pieces of fat in-between the cut-up line track at the section located over the saddle back conveyor in the Cut -up department. The fat pieces were 3 to 10 mm in size and the affected area was approximately 9 inches long. I informed (2nd Processing Manager) of my observation and rejected the cut-up line with U.S rejected/retained tag no.B39133672. While continuing my inspection in the Cut-up department I observed an employee with a white plastic board use to hold the screws and blades of the cut-up department contact surface cutter equipment in his hands. I asked the employee to show me the plastic board and at a closer look I observed black residue that had the appearance of mold in random patters on the board surface. I was able to removed the black residue with my finger nails. I immediately rejected the blades and screw holder board with U.S rejected/retained tag no. B39133671. I informed and (Cut- up lead) of the non-compliance. removed the above mention board from the Cut-up department before the start of operations. At approximately 0715 hours, I observed a piece of fat on one of the white plastic support bars of the incline belt to Cut-up. The fat piece was about 1/2 by 1 inch in size. I also observed three small particles dark brown in color and smear to the touch with a grease consistence, on the contact surface of the drop conveyor belt. The particles were 3-7 mm in size. I rejected the incline belt to Cut-up and the drop conveyor belt with U.S rejected/retained tag no.B39133670. While continuing with my inspection in the Packing department I observed a yellowish /brownish residue on the inside of three large plastic bins. I also observed 5 to 10 small pieces on the inside bottom of the three bins. I informed of my observation. The bins were recleaned and sanitize in my presence. I also informed that the two safety sings in the Packing department and the two safety signs in the Breast deboning department had mold around the borders of the signs. The four sings were removed from the processing departments in my presence. All the affected equipment described in the above mention noncompliances were recleaned and sanitize. After reviewing the plant's preoperational inspection form #4 (Packing) and #6 (Cut-up) showed no deficiencies for the above noncompliances. This is a failure to comply with 9 CFR 416.4(a);416.4(b) and 416.13c Past Similar NRs - Previous Ineffective Plant Actions: , Complex Manager met with (Ronell Managed Services) Supervisor, , Tray Pack Supervisor and (Evisceration Lead) to review deficiencies. All area will be monitored for three days(August 16,17and 18) and document on the pre-operational Sanitation form for the respective departments. NR: 47-2010 dated 8/11/2010

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
