Citation: At approximately 1415 hours, while performing the observation component for 01C02 (sanitation operational), I observed the following noncompliance in the Cut-up department. I observed four whole breasts falling to the floor because the packing opening in the packing department downstairs was close and for this reason the whole breast where over flowing from the chute to the Cut-up floor. Since I didn't observed any correcting actions from the plant's employees I took regulatory control action and stop the Cut-up line to prevent the whole breast keep falling to the floor. When sanitary conditions were restored I relinquish regulatory control. Down time was approximately ten minutes. I informed (2nd Processing Manager) and (Cut-up lead) of the noncompliance. I also informed that when I entered the Cut-up department four plant's maintenance employees were finishing fixing one of the cutters equipment while the line was still in operation with chicken carcasses on it and that the maintenance employee that was directly working with the cutting machine had his hands and tools at close proximity to the chickens carcasses. After reviewing the SOP record dated 08/26/2010, no entries were documented prior to my observation of this noncompliance. All affected product involved in this noncompliance was taken to the product wash station area for reconditioning. This is a failure to comply with 9CFR 416.13(C), 9CFR 416.4 (d) and plant's SSOP and GMP procedures. After a check of the plant's GMP book on Maintenance GMP that states "[redacted]". The plant operational sanitation states, Procedure:" [redacted]
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
