Citation: At approximately 1020 hrs. I observed the following noncompliance in the evisceration department. While performing ISP code 03J01 procedure for zero tolerance fecal check on ten randomly selected chicken carcasses from a tank of reprocessed chicken, I observed fecal material on one of the test carcasses. I immediately retained the tank of chicken carcasses with U.S. tag #B39801926 and notified lead and 1st Processing Manager of the noncompliance. The fecal material was located on the outside back of the carcass, was dark greenish in color with a semi solid consistency approximately 1/8 inch in diameter. The establishment records indicated this sublot was inspected and passed by QA at 1010 hrs. and released for USDA inspection. This is the last point of location where preventive measures could be exerted before entering the chill system. An 03J02 procedure was started and will be completed next shift. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
