Citation: At approximately 0900 hrs. I observed the following noncompliance in the breast deboning department while performing the review and observation component for the 01C02 procedure. When I entered the department I observed one combo bin of chicken carcasses, located at the end of the conveyor, had been damaged to the extent that chicken carcasses were exposed out the side of the combo bin. The damaged area appeared to be the result of a hand jack incident, and was located between the bottom of the combo bin almost half way up. The damage was approximately two feet long and the exposed chicken carcasses had black specks/grease on them. I immediately retained the combo bin of chicken carcasses with U.S. tag #B39133645 and notified breast deboning department lead person of the noncompliance. After a review of the breast deboning department SSOP records, no deficiencies were documented prior to my observation. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.
416.13(c) Cleaning compounds, sanitizing agents, processing aids, and other chemicals used by an establishment must be safe and effective under the conditions of use. Such chemicals must be used, handled, and stored in a manner that will not adulterate product or create insanitary conditions. Documentation substantiating the safety of a chemical’s use in a food processing environment must be available to FSIS inspection program employees for review.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
