Citation: At approximately 1000hrs, I observed the following noncompliance in the packing department while performing the review and observation component for the 01C02 procedure. While inspecting a bin of ice next to the breast chute, I noted several small (approx. 1-2 mm in length) firm black pieces of foreign material. I also extracted one larger piece of foreign black material, approx. 5 mm in length. I showed my findings to (QA) and (packing lead). I instructed them that the ice, a product contact surface, appeared to have contaminates and could not be used with product as it could lead to product adulteration. I placed a USDA tag No. B39133625. I was later informed by (2nd processing manager) that the bin with the ice had been moved to the cooler and covered and that the establishment would be applying their corrective actions. A similar incident was noted yesterday (1/25/2011) by QA in USDA presence. Effective corrective actions were instituted at that time. This is a failure of monitoring the sanitation SOP's as described in 9 CFR 416.13(c), which states that "Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's". This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action describes in 9 CFR part 500.
