Citation: At approximately 1330 hours I observed the following noncompliance at the pre-chill station. While performing ISP code 03J01 procedure for zero tolerance fecal check on ten randomly selected carcasses entering the chill tank, I observed fecal material on one of ten carcasses. The material was 1cmx0.5cm, brown-green in color, semi-solid in consistency, and was found on the outer surface of the carcass above the tail. I immediately turned off the line and notified (1st processing manager). The previous acceptable test by the establishment was performed at 1313 hours. Upon inspection of the line, Mr. noted that one of the spraying units was not working properly and immediately corrected the problem. Post-chill chlorinated sprayers were started as an additional antimicrobial intervention and were to remain on for an hour after the last acceptable fecal retest by QA. Retest zero-tolerance by QA at 1340 hours resulted in no fecal material found. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
