Citation: At approximately 0645 hrs., after the plants pre-operational sanitation and prior to the start of operations, I observed the following noncompliance while performing the 01B02 procedure for pre-operational sanitation. In the packing department I observed multiple welding arc drops burned in two packing bins from an overhead welding project that was performed over the weekend. I immediately notified QA Manager of the noncompliance and informed him and second processing Manager that the packing bins would not be released until maintenance removed the welding arc from the affected bins. The packing bins were a direct product contact surface. This issue of maintenance protecting areas where work is being performed was brought up at previous weekly meetings and was not in accordance with the plants (GMP's) and SSOP plan. After a review of the plants SSOP records for the packing department no deficiencies were documented prior to my observation and the department was released for USDA inspection at 0626 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
