Citation:

On Monday, 05-09-2011, at approximately 0500 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure; Live Receiving/Kill Room (Area I). Feathers, dirt, fecal material and residue buildup on the surface's of the live hanging conveyor and inside the links too numerous to count from previous day's operation. I observed excessive amount of thick brown fecal material underneath the frameworks from previous day's operation. After further examination, I observed excessive amount of brown fecal material, residue buildup and feathers behind on the black rubber shield in the live hanging area. At the Stunner location there was debris, dirt and feathers on the stand and floor from previous day's operation. I rejected the Live Hang Area with US Rejected Tag B39 133520 for unsanitary condition. Thick residue buildup inside of the picker casings on both sides to Picker #3 from previous day's operation. I rejected Picker #3 with US Rejected Tag B 39 133519 for unsanitary condition. I informed (Assistant Lead Live Receiving) of my observations. Continuing my inspection in the Evisceration Department ( Area #2), the following was observed; The wall behind Inspection Station #2 to Inspection Station #3 was very dirt with black markings various sizes from previous day's operation. The wall behind the Venter to the Opener was very dirty with feathers and chicken particles various sizes too numerous to count from previous day's operation. Fifteen yellow USDA Condemned Barrels had grease buildup, bloody and product residue buildup on the inside/outside surfaces on the barrels. I rejected the fifteen Yellow USDA Condemned Barrels with US Rejected Tag B39 133521 for unsanitary condition. I informed (First Processing Manager) of my observations. A check of the plant SSOP's forms Live Receiving/Kill Room (Area I) shows deficiencies for the Live Hang Area for feathers. Direct Product Contact - No. Corrective Action - Cleaned and Sanitized. The area was released for inspections at 0442 hours and signed by designated person. A check of the plant SSOP's forms Evisceration Department (Area 2) shows no deficiencies for the above noncompliance. The area was released for inspections at 0439 hours and signed by designated person. Some of the noncompliance's found were direct product contact surfaces. All noncompliance found were from previous day's operation. There was no product involved at this time. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
