Citation: On Monday, June 13, 2011, at approximately 0504 hours, after the plant's pre-operational sanitation and prior to the start of operation, while performing pre-op sanitation (O1B02) procedure, the following was observed: In the Live Receiving Department; Thick residue buildup underneath the live bird drop chutes in the Live Unload Area from previous day's operation. Fecal, feeds materials and feathers on the top surface of the live bird drop chutes too numerous to count from previous day's operation. Thick residue buildup on the inside surface of the live bird drop chute conveyor from previous day's operation. Fecal, feeds materials and feathers on the top surface and inside framework to the live transfer conveyor from previous day's operation. A very strong foul odor coming from the live bird drop chutes and conveyors. I rejected the Live Unload Area with US Rejected Tag B 39 133505 for unsanitary condition. After rejected the Live Unload Area for the third times, I relinquished my regulatory control action at approximately 0630 hours. Thick residue buildup on the scalder surface underneath between the West and East half's from previous day's operation. Thick residue buildup on the support framework underneath the scalder from end to end from previous day's operation. Feathers buildup on the West Half of the scalder between the East and West Half's at the entrance area from previous day's operation. I rejected the Sclader with US Rejected Tag B 39 133552 for unsanitary condition. I informed (Assistant Lead Live Receiving) and (First Processing Manager) of my observation. While continuing my inspection in the Cut-Up/Thigh Departments at approximately 0651 hours, the following was observed: Black speck particles various sizes on the product contact surface of the thigh transfer conveyor approximately ten black speck particles from previous day's operation. I rejected the Thigh Transfer Conveyor with US Rejected Tag B 39 133534 for unsanitary condition. I informed (Quality Assurance Manager) of my observation. While continuing my inspection in the Packing Department at approximately 0713 hours, the following was observed: Black speck particles various sizes on the product contact surface of a blue plastic bin from previous day's operation. Blacks speck particles and chicken fat particles on the product contact surface of two white shovels (Only use for edible product) inside another blue plastic bin. This blue plastic bin also had black speck particles on the product contact surface from previous day's operation. I rejected the two white shovels and two bins. I remained in the area until sanitary condition was restored. I informed (Quality Assurance Manager) of my observation. A check of the plant SSOP's form (Live Receiving/Kill Room) shows no deficiencies for the above noncompliance's. The department was released at 0448 hours for inspection. A check of the plant SSOP's form (Cut-Up/Thigh Deboning) shows no deficiencies for the above noncompliance. The department was released at 0634 hours for inspection. A check of the plant SSOP form (Packing Department) shows no deficiencies for the above noncompliance. The department was released at 0633 hours for inspection. Establishment management has received oral and written communication concerning this noncompliance. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
