Citation: At approximately 1215 hours, while performing a test for zero tolerance fecal check on the evisceration line at the Pre-Chill Station, performance of this check is part of procedure 03J01 I found one bird out of ten had fecal material on the right side of the kidney area. This carcass was hung by one leg when I remove it from the evisceration line. The fecal material was approximately 16 mm in size. The fecal material was greenish in color, semi-solid, thick pasty consistency. I immediately took a regulatory control action of the evisceration line by stopping production. I informed (First Processing Manager) and (Quality Assurance) of my finding. The poultry carcass was shown to (Quality Assurance Manager). Manager condemned the affected carcass. I relinquished my regulatory control actions on the evisceration line, after the plants immediate corrective action according to the regulatory requirements of 417.3 was put in place. The plant QA technician performed retests that I monitored. There were no plant employees between me and the air chiller when I observed the failure of CCP#1 of the plants HACCP Plan. This is the last point before the chill system when control can be exerted to prevent the contaminated bird from entering the chill system in violation of regulation 9 CFR 381.65 (e) as well as 9 CFR 417.2(c) (4).The establishment has identified [redacted]. I performed a 03J02 procedure for the 03J01 noncompliance for Lot #2. Establishment management has received oral and written communication concerning this noncompliance. FSIS would expect the establishment to have procedures in place to prevent the reoccurrence of contaminated birds from entering the chill system. Continued failure to comply with regulatory requirement could result in additional enforcement action described in 9 CFR part 500. Past Similar NRs - Previous Ineffective Plant Actions: See establishment response to this noncompliance. The previous preventive action have either not been implemented or ineffective to prevent this recurrence of CCP#1 of the plants HACCP Plan. NR: 53-2011 dated 7/9/2011

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
