Citation: On 07/25/2011, at approximately 1151 hours, while performing ISP 04C04 (Pre Chill Finish Product Test) in one of the randomly selected carcasses, I observed fecal material inside the right side of the carcass on the thigh flap / kidney area. It was light brown in color and approximately 1" by 1/4" in size. I took immediate control action by stopping the evisceration line and notified SCSI Mr. (First Processing Manager), and Ms. (Q.A. Tech.) of the noncompliance. I observed the immediate corrective action performed by the establishment. This is a failure of the establishments CCP # 1 and a violation of regulation 9 CFR 381.65(e) as well as 9 CFR 417.2(c)(4). The establishment has received both oral and written notification of this noncompliance. Failure to comply with regulatory requirements could result in additional administrative action as described in 9 CFR part 500. Please refer to NR# 0054 dated 07/11/2011 for previous preventive action, which has either not been implemented or is ineffective to prevent the recurrence of CCP# 1 failure.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
