Citation: On Monday, 08/01/2011, at approximately 0516 hours, after the plant's pre-operational sanitation was performed and released to USDA, I performed a pre-op sanitation (01B02) procedure, the following was observed: In the Chiller Department (Area 3); Unit# 3 (Five bird drops, and shackles), there were black grease marking, and specks of various sizes on the product contact surface of seven (7) small stainless steel tanks (Tanks #'s 014, 012, 06, M, 07, 010, and one tank with no ID) from previous day's operation. Also, there was one (1) large gray plastic tank with black specks of varies sizes on the product contact surface of various sizes from previous day's operation. I rejected seven (7) small tanks, and one (1) large tank for unsanitary condition. I remained in the area until sanitary conditions were restored. I informed (First Processing Manager) of my observation. While continuing my inspection in the Evisceration Department (Area 2) at approximately 0534 hours, the following was observed; there was product residue buildup on the eight (8) yellow fingers to the Unit #8 ( Drawing Machine) from previous day's operation. There was grease, and residue buildup on the inside/outside surfaces of fourteen (14) yellow condemned barrels from previous day's operation. I rejected the fourteen (14) yellow condemned barrels with US Rejected Tag B39 133576 for unsanitary condition. I remained in the area until sanitary conditions were restored. I informed (First Processing Manager) of my observation. While continuing my inspection in the Breast Deboning Department at approximately 0707 hours, the following was observed; there were black specks of various sizes too numerous to count on the product contact surface's of the trim lower belt, trim upper belt, and trim tables from previous day's operation. I rejected the trim lower belt, trim upper belt, and trim tables with US Rejected Tag B39 133577 for unsanitary condition. I informed (Quality Assurance Manager) of my observation. A check of the plant SSOP's Form (Chiller Department) shows no deficiencies for the above noncompliance. The department was released at 0432 hours for inspection. A check of the plant SSOP's Form (Evisceration Department) shows no deficiencies for the above noncompliance. The department was released at 0650 hours for inspection. A check of the plant SSOP's Form (Breast Deboning Department) shows no deficiencies for the above noncompliance. The department was released at 0702 hours for inspection. All noncompliance's found were from previous day's operation. There was no product involved at this time. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
