Citation: On Friday, August 26, 2011, at approximately 0505 hours, after the plant's pre-operational sanitation was performed and released to USDA, I performed a pre-op sanitation (01B02) procedure and observed the following noncompliance: In the Live Receiving/Kill Room (Area 1), there were chicken feather and blood buildup on the back side frame of the Killer (Unit #4), and a buildup of feather, blood, and residue on the back side of the drip pan to the Killer from the previous day's operation. I informed (Assistant Lead Live Receiving/Kill Room) of my observation. While continuing my inspection in the Chilling Department at approximately 0528 hours, there were chicken fat particles, and black specks of various sizes on the product contact surfaces of the Whole Bird Conveyor (Unit #16) from the previous day's operation. Upon further examination, the chickway line rail over the Whole Bird Conveyor had a thick rail dust buildup from the previous day's operation. I rejected the Whole Bird Conveyor and chickway line with US Rejected Tag B39 801200 for unsanitary condition. I informed (First Processing Manager) of my observation. While continuing my inspection in the Packing Department at approximately 0701 hours, there was chicken fat particles of various sizes on the product contact surface of the Whole Bird Incline Conveyor to Cut-Up from the previous day's operation. I rejected the Whole Bird Incline Conveyor with US Rejected Tag B39 801193 for unsanitary condition. I informed (Quality Assurance Manager) of my observation. While continuing my inspection in the Breast Deboning Department at approximately 0713 hours, there were chicken fat particles of various sizes on the product contact surface of the Trim Lower Conveyor from the previous day's operation. I rejected the Trim Lower Conveyor, and remained in the area until sanitary condition was restored. I informed (Quality Assurance Manager) of my observation. A check of the plant's SSOP's Form (Live Receiving/Kill Room Department) shows no deficiencies for the above noncompliance. The department was released at 0448 hours for inspection. A check of the plants SSOP's Form (Chilling Department) shows no deficiencies for the above noncompliance. The department was released at 0434 hours for inspection. A check of the plants SSOP's Form (Breast Deboning Department) shows no deficiencies for the above noncompliance. The department was released at 0652 hours for inspection. All noncompliance's found were from the previous day's operation. There was no product involved at this time. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
