Violation: 416.2(e)(1), 416.2(e)(2), 416.2(e)(3), 416.2(e)(4)

Citation: At approximately 7:15pm when performing a unscheduled sanitation performance standard procedure; I went to the breast de- boning area and found all workers were sent to break because of a clogged pipe in the center of the breast de-boning room. Maintenance has been trying to correct the problem since 7pm however the room has three to four inches of water in it. The one guy keeps pushing the water with a squeegy into the packaging department but the drain is clogged in that room also. There is one drain in the packaging departmentthat is not clogged so when the water gets to that drain the water goes down. This is theexact same incident that happened Friday 2/10/12; I documented the incidentin the "Inspector's Notes" in PHIS when this happened the last time. I took immediate regulatory control action and placed U.S.Rejected Tag#B38670055 on the breast de-boning room. I spoke with plant management about this issue immediately. Plant has taken immediate corrective actions and has workers in the break room. It is now 8:40pm and the drain is still clogged. This is in Noncompliance of: 416.2 Establishment grounds and facilities. (E)Plumbing. Plumbing systems must be installed and maintained to: (1)Carry sufficient quantities of water to required locations throughout the establishment; (2)Properly convey sewage and liquid disposable waste from the establishment. (3)Prevent adulteration of product, water supplies, equipment, and utensils and prevent the creation of insanitary conditions throughout the establishment; (4)Provide adequate floor drainage in all areas where flooors are subject to flooding-type cleaning or where normal operations release or discharge water or other liquid waste on the floor. Continued failure to meet the regulatory requirements can lead to enforcement actions as described in 9CFR part 500.4.

Regulation:

416.2(e)(1) Plumbing. Plumbing systems must be installed and maintained to: (1) Carry sufficient quantities of water to required locations throughout the establishment;

416.2(e)(2) Properly convey sewage and liquid disposable waste from the establishment;

416.2(e)(3) Prevent adulteration of product, water supplies, equipment, and utensils and prevent the creation of insanitary conditions throughout the establishment;

416.2(e)(4) Provide adequate floor drainage in all areas where floors are subject to flooding-type cleaning or where normal operations release or discharge water or other liquid waste on the floor;
