Citation: At approximately 09:15 hours while performing a 10 duck check for zero tolerance for visible fecal material after the final wash I, Inspector [redacted] observed the following non-compliances: 4 out of 10 ducks had visible fecal material on them. 1 of the ducks had approximately 1"x1" greeninsh fecal smear on the inside of the left flap in the fat. 1 of the ducks had a green fecal smear approximately 1/4" x 1/4 " on the tail. 1 duck had 4 specks approximately the size of a pen nib on the right inside flap and finally one of the ducks had a green fecal smear on the left breast skin. Dr. [redacted] concurred with my observations and because I had to return to the confucian line Dr. placed a USDA Retained tag #B32481958 on the rack used to perform 10 bird checks.  I verbally notified evisceration supervisor of the non-compliance, his response was he would take care of it.  I removed the retained tag from the rack so could take the ducks to the reprocessing table. After notifying evisceration supervisor, I verbally notified of the non-compliance and that I would be issuing a Noncompliance Record. I reviewed the establishments records for CCP#1B "Zero Tolerance for fecal matter after final wash  The establishment had performed and recorded the results of their 10 duck check at 09:09 hours with no deficiencies found. [newline]This is a violation of 9CFR 381.65(e).

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.
