Dr. Cosgrove,

I am contacting you in reference to the recently-performed highly illegal sales demonstration which unnecessarily took the life of a dog at the Cleveland Clinic Foundation.
This incident clearly indicates that the Institutional Animal Care & Use Committee at the Cleveland Clinic Foundation is not functioning effectively and that it is possible for unapproved and unsupervised procedures to take place. The ineffectiveness of the Cleveland Clinic in the areas of surgical procedural supervision must also raise questions regarding the care of the animals within your facility as well as the way in which all research projects are performed, supervised, and monitoring.

Are the dogs, primates, sheep, pigs, and other species at the Cleveland Clinic Foundation cared for adequately? Do they receive sufficient veterinary care? Do they receive adequate anesthesia? How are the primates in the brain stimulation studies at CCF cared for?

Aside from issues regarding animal care one must wonder, whose funding had paid for the dog that was used in this illegitimate procedure? Was this dog diverted from a federally funded research project which is carried out at taxpayer expense? Should this be considered an instance of embezzlement?

I am also very concerned about the origin of the dogs that are used within Cleveland Clinic Foundation (CCF) projects. Does CCF use only purpose-bred animals, or do some of the animals come from other suppliers? Does CCF use pound-origin animals? Does CCF use notorious B-Dealers?

This incident has raised far too many questions to be answered by simple correspondence. Therefore, I would like to officially request a meeting with the staff that supervises CCF animal experimentation. As a part of this meeting I would like to have the opportunity to tour your facilities and to examine all records pertaining to the animals used at your facility. This would include health care records, shipping invoices, research protocols, etc. Initially I would like to start with information relevant to dogs and primates, other species can be dealt with at a future date.

Please contact me as soon as possible so that all the necessary arrangements for our meeting can be made. I assume that CCF wants to deal with this controversy in a spirit of openness and honesty only in this way can you prevent further erosion of public trust.
