Forty Years of Fraud:
The Regional Primate Research Center System
An Investigative Report

1. Legal action should be taken against the various Primate Centers for functioning as animal dealers without a license.
    
2. The Primate Center system should be evaluated through an independent audit for potential violations of the Animal Welfare Act, as well as from the point of view of the effectiveness of the annual expenditure of roughly $250 million dollars. Consideration should be given to the possibility of closure of the system and re-investment of the then available funding into other forms of research such as the utilization of government approved stem cell lines for the development of more cutting edge technologies.
    
3. Specific areas of research such as drug addiction experimentation (which takes place at the Primate Centers as well as many other facilities) should be examined from a cost/effectiveness point of view with consideration being given to re-investing the funding currently utilized by this experimentation into substance abuse treatment programs.
