Errors, Lies, and Contradictions

Recommendations

1. A system of automatic fines for late/non-reporting facilities should be instituted. These fines must be substantial enough to insure compliance with AWA requirements. These fines must be designed to include all laboratories, even federally owned facilities.
    
2. The aforementioned system of automatic fines should also be extended to include instances of inaccurate reporting.
    
3. All government agencies that fund animal experimentation should be required to compile annual reports which include the amount of funding spent on animal-based experiments, the numbers of animals used in experimentation (intramurally and extramurally), and descriptions of their activities to enforce the Animal Welfare Act within their own laboratories.
    
4. The USDA/APHIS should launch immediate investigations of the facilities discussed in this report for questionable reporting practices, i.e. – Harvard, Tulane, Oregon Health Sciences University, the University of Washington (Seattle), the Southwest Foundation for Biomedical Research (TX), the University of Southwestern Louisiana (New Iberia), the Caribbean Primate Research Center (PR), the University of Oklahoma Health Sciences Center, Duke, Wake Forest, University of Colorado Health Sciences Center, etc.
