Introduction
Millions of animals are used in experimentation every
year in the United States. The majority of these animals receive no legal
protection whatsoever because many species (rats, mice, birds) are
specifically excluded from current laws. However, over one million animals
are regulated. Are even these animals receiving any meaningful protection?
This report will evaluate animal care at a cross section of labs within
the U.S. to examine this issue.
The goal of this report is to evaluate protection, or
the lack thereof, provided by the Animal Welfare Act (AWA) and the agency
which is charged with enforcing this legislation -- the United States
Department of Agriculture/Animal & Plant Health Inspection Service
(USDA/APHIS). The USDA/APHIS regulates over 1000 research facilities so it
will be impossible to examine every facility. Therefore, a sampling of
these facilities will be examined to evaluate the effectiveness of the
USDA.
