The Primate Experimentation Scandal:
An Investigative Report

Introduction

Primate experimentation is one of the most controversial issues currently facing our society. The use of non-human primates in government-funded experimentation is an issue that involves many governmental agencies. Experiments involving primates are funded by several government agencies including: the National Institutes of Health, NASA and the Department of Defense -- to name only a few.

Primate experimentation utilizes hundreds of millions of federal tax dollars through thousands of grants and contracts. Primates are experimented on in forty states, the District of Columbia, and Puerto Rico.

However, despite the size of this issue, the American public is largely ignorant of the facts about primate experimentation. Residents near large primate laboratories are often unaware of their existence. Misconceptions also exist regarding which species of primates are used, and the frequency with which they are used. In spite of the images commonly used by animal protection organizations, chimpanzees are not the most commonly experimentally used species of primates. And in spite of the picture portrayed by the animal experimentation industry, most primates are not used in experiments that are relevant to diseases that threaten humans.

The conditions that exist in laboratories, and the practices to which primates are subjected, are also areas that are unfamiliar to the American public. Spokespersons for laboratories tend to highlight the laws that were designed to regulate animal experimentation. However, these laws have many loopholes which allow experimental practices which, if carried out in any other context, could lead to criminal prosecution.

The reality of primate experimentation is very different from what either side has presented. The reality is what this report will attempt to convey.
