The Primate Experimentation Scandal, 2005: An Investigative Report

Recommendations of this Report
1. The General Accounting Office should perform an audit of the
National Institutes of Health to address the use of primates in
duplicative experiments, forwarding the results to the United States
Department of Agriculture for regulatory action against those
laboratories performing unnecessarily duplicative procedures, and those
procedures should be immediately terminated.
2. The National Institutes of Health should develop guidelines to
prevent the unnecessary duplication of experimental projects. For
example, a limitation should be placed on the number of projects funded
in specific areas on a species by species basis.
3. Laboratories utilizing primates should open their doors to closer
public scrutiny, including tours of both laboratories and holding
facilities for print and broadcast media. These same laboratories should
also make relevant records (such as primate health care records,
necropsy reports and research protocols) available to the public.
4. Congressional oversight hearings investigating the funding of
projects by the NIH should be convened upon completion of the GAO audit.
