1081-B St. Rt. 28 PMB 280 Margaret O' K. Glavin 6/23/06 Associate Commissioner Glavin, I am contacting you today to ask for immediate intervention on your
part regarding many laboratories including: the Boehringer Ingelheim
Pharmaceutical Company (Ridgefield, CT), the Charles River Laboratories
Company (Wilmington, MA), the Covance Corporation (laboratories in
Pennsylvania and Virginia), Harvard (the University and the Medical
School), University of Wisconsin (Madison), University of Connecticut
(Farmington), Vanderbilt, Emory, Boston University, McLean Hospital,
Scheppens Eye Research Institute, MIT, Massachusetts General Hospital,
Stanford, Franklin & Marshall College, the University of New Jersey
Medical & Dental School, and Yale. These facilities violated the Animal Welfare Act (AWA) from 7 – 27
times in a period of nine months during 2005 (according to documentation
from the USDA). While the FDA does not enforce the AWA, the violations
incurred by these laboratories have the potential to endanger the lives
of people who might consume drugs whose safety testing was performed
inside these laboratories. Research protocols are often not followed,
animals are kept in unsanitary conditions, expired medications are used
in veterinary treatment, and stress from inhumane animal care alters the
physiology of the animals. Clearly, these laboratories are not following
scientific procedures and their products are potentially unsafe for the
American public. Therefore, I would like to ask you to examine the attached report and
the excerpts of USDA documentation contained within it. I believe that
you will find this data disturbing in the utmost. I will be happy to
provide you with more detailed documentation (i.e. full USDA/APHIS/AC
inspection reports for all of these laboratories). Or, you can access
this data on our website (listed above). I ask that all FDA funding for projects at these facilities be
immediately suspended pending the outcome of your investigation. Please contact me in writing with your response to this information.
